could it be because the equipment level was >89 before it got forged?

This is ain't bug but just a stupid try of your's to cheat the system.

The moment you bought this set for 2000challanger stones at CSB it was lvl120. After you forged it it lvl got down but system keeps record of what it was before. This is why your little fraud did not worked. Have fun mate

then those stones are made ONLY for lvl 80 (to 89) equipments!!

good to know but nothing to hope from support except maybe changing description in game (not a priority tho imo / bugs before mis-translations)
