Need help in improving Starrk's block rate

My starrk's block rate is capped at 92.2%. So, is there any other way to increase his block rate?

4 ways to overpass the 90% cap:
- mods
- evo
- bond
- buff from partners/zanp

crappy Staark may not have this kind of bond, so only evo, mods and in battle buff will raise it
