I still think that the silence enemy army for 2 rounds is the worst part since most partners don't ...

with 0% hit rate, you can't hit a level 1 partner with no dodge on them at all...  the loss of dodge and block mean that you can't evade attacks...   so literally after toshi skills, his team can't miss, your team can't defend or attack back...  how is that not much worse than silence?  hell, silence my noza, see what happens...  lower his block and hit to 0 and he's fucked

my noza has a 171%+ block rate...  yeah, it's a painful skill to see for sure
