Topped up today for the first time, but never received the Tobiume Picture book item. Was wondering if this was a bug. Also sent an email. If I could get a reply asap that would be great.

is the "First Top-up Gift Pack" event activated on your server?
Tobiume and Rangiku are both coming from this event... if not active, then you won't get them.
