Red shunsui exclusive at lvl 30+he can be red name+easyer to modify+better modifys
Daiguren Toshiro exclusive at lvl 50+he needs vip 1 at least(moneeeey) -no red name -harder to modify-weaker modifys
and comparing the exclusive skills of these 2, daiguren is kinda  mini senju and shunsui mini hiki

I see that you didn`t even read his question!!! He asked who is stronger between D Toshiro and Sunsui not who is the strongest from the entire game!!
