Besides working on his EVO and Mods, is he lacking anything else? Maybe block or counter? I want to make him a heavy hitter who can also tank heavy hitters.

Put 90% counter and 90% Blockrate (Only if your VG is already at 90%) and 90% Crit rate

Vang has 90% both. I can probably almost 90% Him as well.

its not hard, stack him like u whould stack a vg and a assaulter, focus on hes kido def and hp, not really needed to focus hes phy def cuz im guessin u'll be givin him highest str stones

Make his hit ~250, max out crit, break is good, NEED COUNTER if you want to make him a bit tanky (you know what counter is for, right?) Block is actually good (yet many people have 90break, so it's hard to block without any bonus block these days). Also make every piece of his gear be able to hold 8stones and put some Wisdom too (for kido defense). T1 is essential and also would be OP to get Red Blood enchant (to heal him for 5% of his dmg done). Also, reinforce all of his equipment to max and Infuse SPirit to lvl20 (max it out too).

But on the other hand, i see you got Raijin Yourichi, so i don't really know why you even focus on Mugetsu

I have the counter, just need more stones for the slots. His equip is infused to level 20.

I mean he can tank some pretty decent hits.. Just really need him to start putting in some serious work..

Well, I kinda like my team to be well balanced.. She's pretty good at the moment.. Needs a little more work.

I'm almost f2p player, so don't really even look at orange partners
So my question might seem silly, but.... Why doesn't your Raijin got any Crit? O.o

Well simple.. I trade out Mugetsu with B.Renji, then Ichibe with Mugetsu for events and what not

Guess I will stack him much harder than yama if mugetsu will be in the next ubp.
