When I pick mine up I'm going to stack his break defense, like I am considering doing for my Shinso (he's currently skewed to stunning mods/enchantment which acually works out nicely. Considering what strength ac  he will end up with (currently 140 riot)

Wouldn't Shinso be faster and better to be 'stacked'?

How does your TSI look(with reiatsu and details)?
Why 'stack' retsu?
To be honest, the vanguard meta is now almost gone. In my opinion, you should have kept Noza but with Tensa.
A 'stacked' Muken Aizen can obliterate any and all supports, assaulters and vanguards considering that the assaulter isn't Muken (and is not better than your Muken or with RJ).
Your 'stacked' Muken would have to have more atk than the opponent's partner defences(own defence+RJ defence).

Hyorin only gives defense and HP, and shows no love to middle row...  I'd have to redo my whole team to fit him...   I"m good with my TSI, he's just starting to wake up and shine

as for my support line, my Gin has more work done to him, but I keep best stuff on Retsu for pve, as for pvp, TSI is really my only partner that matters usually, so the rest of my team is pve and void

Yeah, I'm at work, so I'm in and out but yeah...  Also, I'm only using Shinso for pve really... Considering dropping his stun game d
For damage rate, any thoughts?

You see him 'really dying' against a Muken, don't you?
Well, that's because all vanguards die to Muken.
You just have to make your Muken better than them(which you can) is all.

That is a lot better option pve wise, and the game is all about pve so its better to go with dmg rate <3
