His exclusive still has fossilize though, isn't that why you swapped to TSI?

his exclusive skill does still fossilize, but fossilize itself is not the problem with Noza...  it's the fact that he causes a status effect that makes you not get hurt by skills, then it makes someone on your team skill next round...  if Noza is the only one left, he just keeps hitting the other vang who is not hurt by it, but they can still counter him...  his exclusive skill will never fill his own fury, so he can still do damage at that point

as someone who used to have stacked noza vs stacked TSI fights I can for sure say that in direct fight noza has higher chance to win, they aren't capable to kill each other so it ends in who has more hp, and since noza has higher hp potential he will win if  both got stacked using exactly same resources, TSI's regen isn't huge factor here as both should end with full hp (since on both sides hp regen will surpass offense of opponent) especially since most of this fight will be just noza skill's loop in which case noza won't be able to deal any damage but ichigo will be able to deal damage only with blocks (which will be easily outhealed), also with hyorinmaru noza has pretty nice hp regen and since it works every turn it can compete with TSI's healing (in 1vs1 fight, obviously when TSI is attacked by 5 opponents his healing will be better than noza's but in most cases after 1 round only one or two enemies remain so TSI has real advantage only at start of fight or against RJ users)

I understand that TSI costs actual gold to buy.
Considering his skill and exclusive skill(just stats and I'd expect Noza to win since he has the 50% of atk heal from hyorin 100 100 100 fortify). Idk as much about TSI but I know that he recovers like 100 fury with his exclusive skill.
TSI is more suited to outdo Jakka users I suppose as I can imagine him getting heal by just about every opponent's attacks if lucky. I just know TSI would do less damage as compared to Noza since Noza gets a % atk bonus to himself.
Exclusive Skill as I said, I believe Noza would win as Noza would not regain fury after fossilizing TSI and his atk would be increased by 15%.
Considering all the factors, I still believe that Exclusive Noza wins vs Exclusive TSI considering both have everything the same.
