Okay...
Quite a long post you have here... got tired of reading it so skipped like half of it i think.
But your main question was: Nel or Hitsugaya?
What's your vanguard now? Nel is good for giving dodge and reducing enemies hit, so it's best to pick her if you play with a vg who can dodge (have dodge mods), also she gives some extra fury for your assoulters and vg fury (only by 10, so before upgrade that part isn't too important, but still makes it easier to get full T1 on your team!).
Hitsugaya is not that good actually :/ He attacks only assoulters while Nel hits supports and assoulters, does not give any fury to your team, but he does disarm enemies assoulters for 2 rounds (or something like that). Yet his skill isn't as good as you may think it is from the first sight. If Hitsugaya cast his skill on enemies (assoulters) while they have skill ready (then they have 100fury) they still can attack by using their skills and the dmg is not reduced or anything (like 90% sure of that(about the dmg part, about the using skill part i'm SURE)). And then he regains 10fury that is totaly useless since he will still need 2 attacks to stack up his fury again.
To sum it up: Nel is better in all the ways, get her.
Bonus tip: If you get Nel, then get vg who dodges and it will make it insanely hard for your enemies to stack their fury (since at the early game (as i see from your lvl) the main source of fury is basic attacks on vanguards and if vg dodges you get no fury).
