Tavern byakuya is the best for vip0 before getting any assaulter in ubp. He is strong in both pvp and pve after getting his exclusive.

It is stackable, since they're different buffs. Ukitake gives "attack", which has that gear symbol (Like Sogyo), tensa and zabi give "damage rate", which has that sword symbol.
