If I get 100k gold during hvi, assuming its still 100% rebate and some other type of rebate, ill be able to get hash and toshiro

Ichibae has potential in your team with Ryujin Jakka, although mutilate will cost him, mutilate on enemies is only dependent if they actually have that ability in their team of course, so it's a very specific thing to worry about

T1 is important, and your Oetsu won't do so much early game at around your level generally, making Hikifune T1 is much more important from a general point in PVP + PVP as she will give you defensive attributes (Invincibility for 1 round) and attack attributes (50% Attack for 1 round). She also reduces the enemy assaulters/supporters fury so even more added to the PVP bonuses ^^
I would DEFINITELY recommend choosing Hikifune to have T1, it will help you out everywhere you go in every situation compared to Oetsu who is quite specific in helping you out. I would only make Oetsu T1 if you are struggling against a certain single target like a stacked enemy vanguard in PVP etc. simply put somewhere you can take advantage of his high mutilate damage on a single target, very PVP focused ^^

Again don't give up on Ichibae, he definitely works well with Ryujin and will last forever with the overload of HP he has ^^

You have Mugetsu in your team, and if you're only specifically making Hiki/Oetsu T1 only, then ignore this. But if you can make Mugetsu T1, definitely make him T1! He will help you out tremendously in PVE events like the 'King of Hallow Souls'  (Hollow Map)
Assaulters during early game are very essential in being powerful and they will carry you in every situation due to the fact that speed isn't an issue yet around the level you are at, so as long as Mugetsu is able to skill, you can get alot of work done in everywhere you go ^^ He will also help due to the fact that his skill also boosts your supports Combo Rate, making them skill more by attacking more times in 1 round with the Combo Rate buff, and he regenerates fury for himself. It's pretty much his skill of "attacking all" enemies and high damage that will help you a LOT, so it's a really high recommended choice to focus on him for the early stages in your gameplay ^^

but ofc if it's only between the 2 of Hiki and Oetsu, defo Hiki as T1, it's VERY important for her to have T1 ^^

I would have to make mugetsu hella fast though if I'm gonna rely on him in PvP.

He won't need to be that much fast, it is enough to have one fast supporter to trigger RJ buff first in fight. With that def buff your Mugetsu won't be easy to kill, but if you plan to get HIV i don't suggest you to put that much work in Mugetsu.

with 100k u should definetly have more than enough to get hasch and toshi, and as stated above, with rj u need to focus a little bit the speed on hiki for now and make her t1, even tho hiki is rather slow compared to the new red and orange suports, her invinci buff will help ya for quite some time
vang now, u will need a vg only to finish hollow map, after that only void whould require a vg and in void so far kuka seems still the best choice sincer her def halo to form stacks with rj but thats also debateable cuz a hiv with muken sorta seems more temptin that kuka and her godly still def aura

Keep in mine that my pvp battle power is 1.62 mill. Number one has 3.1 mill. None of them are to terribly strong. But they have a faster support with t1. If I can make hiki faster, and t1 her I should make it higher.

then maybe u should save ur exclu frags, and just put rest of agi/speed stuff on hiki except exclu frags since u gonna get hasch and btoshi, but if those folks dont have rj, then you can still beat them even if they outspeed you
if some have hiki's, then focus fully moddin oetsu, thats the cheapest way to counter them if they have faster hiki, fully mod oetsu for speed aura and ignore invinci mod, some fury stones to get him to 70-80 fury, some hp, counter and kido def hogyo so he wont get 1shot then rj+oetsu will do the hard work for ya

Only one has ryujin, the rest have tensa. Exclusive levels are as followed : 15 hiki, 15 mugetsu, 20 oetsu, 0 mc, 10 ichibei. I can probably outspeed them soon, but they are alot higher leveled then me lol. I can't guarantee I'll be able to. Also, I have 1 mod hiki and oetsu, and am close to oetsu 2nd mod.
