Kokuto or Toshiro is better?

I dont know who would be better for me.My team:Rajin Hiki Muken Noza and zp is Tensa but next month I will get Kyoka.

Toshiro for PVE and PVP
kokoto is very good if you slower then enemies and they dont have fury deduction immunity

And if Kokuto is faster than example Toshiro the 3rd skill is not work when Toshiro is attack?

Well if you are faster, you go, and then when the enemy goes their zanpakuto will still trigger the mod, and they will still lose fury, being fast is good, being slow is good.
