Hisagi is slower than:
Hikifune, Oetsu, Tenjiro, SWP+CSB Aizen.... ... ... and finally he might even lose in speed to Shinso Gin and CSB Byakuya. Most likely he'd even be slower than a Main with a speed bond.
No matter how you look at it, Shuhei does not counter Oetsu/Hikifune. All he has is fury deduction resistance, which some others have too.

yo these partners were made to counter Hiki, it's the reason Senju has similar mods, just to be in the supporter position, they wouldn't release a partner that can't do it's purpose xD

Oetsu has +20% agi from Talent and +20% +10% to all ally speed from Mods.
Hikifune has +20% agi from Talent and +20% speed from Mods.
The difference in growth isn't that big to make up for those 10%, however, a Hikifune+Oetsu in a team would put Hikifune in front of Oetsu = Oetsu gets +50% atk buff.
So bottom line is, we're talking about chars which get +20% Agi and +30% Speed ... not even bothering with their WAY higher speed gain on Evo, how do you think is Hisagi supposed to touch them before they fire off or how is he supposed to defend without defensive mods?

There is no 2nd round for Hisagi and I do not recall ever having played PvP with just Main+Hikifune.
