Is unlocked at level 80.Increase 50% of growth rate additional and basic attributes after advancing once.
Increase 100% of growth rate additional and meanwhile is improved the quality of partner.
So if the spanish translate is good Tavern Uryu 380% of growth rate, and 2nd is 430%, for example.

why reject it ? :D there wont be new tavern partners but
the event partners are every month or even in 2-3 weeks.
I dont see why event partner should be upgradable when you should buy the new event partners .

yeh but for now its only for tavern but its robable that in the future event will be include too I hope they add same feature for SWP partners. I doubt they add it for event partners trough, cuz it will cause massive disbalance. If you can counter a 5.5 agi growth with ~4.5 agi one if you stack, you wont be able to do it against 11 agi one.
