1. Yes, the reward from daily quest will change by level, which reward include Soul Talisman.
2. I am neither employee of GoGames nor a PGM, have no idea what is the upcoming update.

Oh what I mean is , when you use soul talisment it used to drop low level stuff at level 30 , when you reach level 70 will the stuff still be the same or change to better stuff?
what I actually am asking is should I open now or wait till I am higher level to use the SOul Talisment

If you are saying the material box, yes they will change as you level.
If you are referring to the silver bags, exp books, soul stone box. They wont change.
Update:
You doesnt have to wait for high lv to open soul talisman.
However, you would like to wait for high lv to open material box, which didnt label as what lv material.
These material box included the blue (common material box), the purple, the golden and treasure chest (distribute by guild master, obtain from guild war and protect seireitei)
The material you get from above, is decide by your main char level. Eg, lv4x get lv30 material, lv50 get lv50 material, lv7x get lv70 material.
For those box that indicated reward level, such as soul chest (from arena daily reward, dailies).
The material you get is already fix, lv30 box give lv30 material regardless your lv.
