What should I get, VG Toshiro or Shini Urahara?

Shini Ura is end game entire Support Lane Control

Isshin is end game entire Assaulter Lane Control

SWP Aizen provides some VG Control, but not permanent

shini urahara = beast support ( you can 1 hit ryoka from wave  1 - 50 ++ ) if you are normal spender
toshiro  vg = beast vg if you can afford high stone and can modif him . and if you can tier 1 fury him event better

It has been mentioned by a reply to someone that the expire dates will be removed on partners but have yet to be implemented yet (going on 3 months now) so if that doesn't get removed a fully modded shini ura never going to happen. The only official word i have seen posted by an admin is in this post http://forums.gogames.me/thread-6622-2-1.html

you do use shini urahara for ryoka? what is your partner formation?
