How much do i need to spend to get charcters like hikifune and kensei

If you top up at the right time yeah. 60% rebate (like Easter we just had) would give you enough gold (12,800 for 8k top up) to get one partner like hikifune (lucky turntable gold draw).

If you don't mind could you tell me if senjumaru hikifune Kensei or shuhei is better

All of them are quite different. Senjumaru is generally the counter to hikifune. Kensei is good for pve (combo) and some use him pvp too. Shuhei isn't really pve (maybe if you have his exclusive skill) but I think there are better alternatives out there (Koga perhaps, though Shuhei's heal is nice for Hollow Soul Map). Hiki is a good start but in a little while (maybe 4 months?? idk.....) many people will be getting ignore invincibility mod making her less useful. Out of those I would go for Senjumaru I think.

Also bro I will only be able to top up 7800 because my  paypal takes a  small fee

I dont know. He was free for a certain amount of top up in the last ultimate charge I think, can't remember how much, maybe 20k gold top up. He will probably be available to buy with points in an event like Anniversary Feast (but I think 20k). Best to be on the look out if you want Koga, he's quite new.

60% rebate with 7800 top up is 12,480 gold, but rebate is normally 30%, so either hope to get at least another 30% in Ultimate Charge rank or wait for a special holiday rebate (like Easter we just had).
