all partners will get 7, even without advance.  and the only partner that can advance are the purple and gold tavern partner

Thanks rythen.  Time for me to start saving mod fragments for tavern Yachiru.  
One more question, do the purple tavern partners gain a new skill with exclusives?  They can get exclusive levels now, but they can't learn an exclusive skill.
