Let me put everything in the paper so you can understand what I'm trying to explain

Pve noza wins without a doubt

In PvP

Stark: He is a pure offensive VG just like TSI, he has some sustain and def, but his main purpose is to be an assaulter in the wrong role, he doesn't have many ways to prevent CC specially from fossilize which is pretty common.
In fight situation where he is alone vs a team with Noza ( usually happens when you are a VG stacker), you will most likely lose the fight, even if you can tank them, 5 chars will have more HP than a VG so you end up losing

Noza: He is also a assaulter in the wrong role, he also doesn't have many ways to prevent CC, at this point they are pretty similar, but what makes noza shine is block CC or not it helps dealing dmg
But he also has a down side of he ends up 1vs1 VG vs VG the fight will last 20 rounds and the one with more HP win

EDIT: Dmg doesn't matter if you can't atk
EDIT 2: Couldn't write much more it started to glitch in my phone

They're gonna let us buff everyone eventually... they just want people to rush to spend money and get invested in the tavern partners again before they release the advances on others.

only tavern partners can be advanced atm,

they also changed the cost of modify it seems, (before 52 ...

Noza block is definately superior, though against Ultima the fight is always a bet. That 100% atk buff could help wipe enemy team instantly with blocks or kill yourself

Vs hiki noza for sure
Vs ultima neither

as Moon said Noza is already a double edged sword and against ultima it's even worst or he instant kills all enemy team with blocks or kills himself
