you have the cap at 90%. It's everything except bonds evo & mods
So your Ryuken has 90% from cap + 60% from mods + 20.65% from evo (and mb he has more on bonds, I dont know his), it makes Ryuken's maximum dodge rate at 170.65%.
Even if Ryuken has 30% dodge from his talent, it's only in the 90% cap so it only makes you need less dodge spirit stones, it doesnt' increase your maximum dodge rate (BTW you have 76% dodge from spirit stones, that's useless= too much, you're wasting slots)
So If someone who has 200% hit rate tries to hit Ryuken with 170.65% dodge, he has (200-170.65)=29.35% chance to hit you
To never miss Ryuken, the attacker needs 270.65% hit rate.
In the same way, if the attacker has X<=170.65% hit rate then he will never hit you
The formula is : real hit rate = hit rate - dodge rate.
It's as simple as that
In the modifys (stars), every mod breaks the cap even if it's not written, it's just sometimes mistranslated. His 3 first mods are "Sonido" 1,2 and 3. They all break the cap
The last point is about in-combat buffs : his skill gives himself +30% dodge, but we can't know if it breaks the cap or not. If you want to know, you to need make tests
