What does this mean? should i refresh my browser everytime i try to join the battle scene each?

For pve daily activities (Hyoka attack and Evil Spirit), it make take few minute to finish the battle animation (total of 5 rounds). So if you refresh your browser, you can skip these few minutes, however, after you refresh you still need to wait a minute for respawn.

Save all your Reiatsu Refining Pill. Reiatsu level multiple of 11 has much higher chance to trigger Major critical hit (directly upgrade 1 level).
For example, use the Refining Pill when leveling Reiatsu from lv 11 > 12, lv 22 > 23, lv 33 > 34 etcetera.

This tip uh..... is silver needed in using Reiatsu Refining Pill?
should i spend all my silver to upgrade my reiatsu to 11 then use a pill to upgrade it to 12?

No silver is require, while you used Reiatsu Refining Pill.
Yes, exactly what I am trying to say, spend silver in normal level until lv11 then use pills (the amount depend on your luck tho) and upgrade to lv12.
