I've seen many players with HVI and not Kokuto and I screech at it just the same.

Even then, Muken still outclassed a paid partner significantly in Void Region before they added 3 million atk/def.
HVI will be nerfed as well, so to speak, because the defense is going to be lowered, meaning he will not be boosted as much either. If things are adjusted right, he should only have a decent (rather than game breaking) advantage over Muken (who is "free"), except against Zero Division who has invincibility.
It will probably take some experimenting for them to readjust things properly.
