Save all your skill scroll and lv up 8th/9th (pve) and 10th skill (pvp).
8th for cash players, who will buy Sogyo no Kotowari and Dark Rukia (both available in later cash shop).


When do i get to buy them in cash shop? And Sogyo no Kotowari is classified as new year reward, so is this information correct?

I have no idea when they will release, the cash shop appear as an event..
There are several ways to get Sogyo, either cash shop or new year event is one of them (but for most players both of the methods need to spend golds)

Str = Physical Dmg = Best for Ghost Blade & Spirit Blade
Agi = Speed = for General classes
Wis = Strategy Dmg = Best Kido
