Get Momo first, then Rukia when you have spare silvers.

Why Momo, sorry i dont have any idea, some of high level get Inoue for Heal, i dont know why..?

Because Momo is able to stun opponent assaulters, which let your progression in dungeons and instances much easier. Or why Rukia?
Nemu couldn't cope with the tank's hp in later stage.
